I can't seem to see how the notifications text field and check box is added to the node. On a couple of my custom content types the notification text field and checkbox is on the bottom of the main content while on the orginal content types and some of my others it is on the right sidebar similar to when its shown on the node/view

Id like to have it always on the right sidebar for consistency but I dont see where it is at in field or display manager as well as panelizer on full page overide.

Take a look at the Panelizer layout for each content type. That is what adds the notification pane to the sidebar. For the node/edit page layouts, see the Panels node/*/edit page in Structure -> Pages.

The notification pane is also part of the "Sidebar Top" mini panel which is used on some content types.
