Click To Calculate Shipping Cost Closing Quotes Pane

1) Enable collapsible panes
Go to checkout settings (/admin/store/settings/checkout)
Open Basic Settings (open by default)
Check option "Use collapsing checkout panes with Next buttons."
Check option "Collapse pane after its Next button is clicked."

2) Enable shipping quotes
Enable and configure a shipping quotes module (I don't think it matters which one).

3) Checkout
Under checkout when quotes pane is open click "Click To Calculate Shipping" button.

Expected Behavior:
A radio list of one or more quotes opens up.

What happens:
The quotes pane closes.
A radio list of one or more quotes DOES open up, but you have to re-open the quotes pane for them to be accessible.
