As I recall there is a reason for that css to prevent panels regions from displaying. I think. When the css is removed and you go to a panel page do you see any extra elements grabbed in the mobile view?

We can try to be more exact with the css but as it stands can't outright remove till we ensure the mobile doesn't show extra block regions in the mobile view that shouldn't appear.

Here is a patch targeting the hiding of extra links only to the secondary nav instead of the whole menu.
