When a user does not have any more transitions available, the block "Workflow Transition form" contain a "Update workflow" button that, when pushed, does nothing.

Could it be removed?

This is needed in case you let the user allow to add Comments without changing the status.
Indeed, this seems superfluous in your case.
But workflows are fieldabled nowadays, so, it requires a detailed analysis of the actual form , before removing this button.

I couldn't find the original issue, so leaving this issue as a feature request.
