There is a handbook page that explains how to install the Cycle Javascript library: https://www.drupal.org/node/2563071.

I would think the handbook page is sufficient, I don't think there is a need to have both a README.txt and handbook page, they would be identical.

I also added a child page that explains how the Views Slideshow Example module works. The Views Slideshow Example module serves as a starter kit, which should be helpful to new users creating their first slideshow.
