Let's merge Hosting SaaS Utilities into this module as discussed in IRC:

16:38 <@gboudrias> hosting_saas_utils should definitely be a part of hosting_saas

Although this is a feature, I couldn't set the version to HEAD because there's no visible development branch. So I set it to 7.x-2.0. This can be changed when #2698049: Expose development branch gets fixed.
