For some reasons the contextual gear of the advanced forum panel page shifting the left side all the way to left with no end. Now able to figure out how this is happening. You can see in the attached image where I have taken the screenshot of website with zoom out of browser to see entire effect. You can see that dotted line which appears when we hover on the contextual link gear extended all the way to left. And along with this it shifts the border of main-content too and disturbing the entire layout.

I did disable the contextual link module but no help. And this is happening with all users not only administrator.

And also created entirely new page with Panel module, to check whether it is happening due to panel module, but that page has not any issue.

I did check this on two separate sites, to rule out the CSS issue.

Probably some CSS code may be causing this issue, could be form AF module or from Contextual module.

Have anyone observed this one and if so is there solution? Thanks

Update: Observation (This is the observation which I found, may help in understanding root cause)

I did check in all browsers, and this is happening in Firefox browser only. My current browser is 45.0.1 which is the latest one. I did check in chrome and safari also, but there is no issue. Hence, it looks like there will be the issue with some css/firefox.
