Problem/Motivation
If a user attempts to save a node that has a file field and there is incorrect file permissions then they are blocked even if they are not attempting to upload a file.
Proposed resolution
Only attempt to upload a file on save if something is input in the file field input.

I tested this on 9.5.x, standard install, and was not able to reproduce this error. I added a file field to the page content type and first confirmed that saving a new page with an uploaded file worked. Then I change the permission on the uploaded directory to 644 and successfully added a new page without attempting to upload a file. I then edited that page and tried to upload a file, which failed, and I was still able to save the page.
Therefore, closing as cannot reproduce. If you are experiencing this problem on a supported version of Drupal reopen the issue, by setting the status to 'Active', and provide complete steps to reproduce the issue (starting from "Install Drupal core").
