On the page admin/commerce/orders/xx/view/mail, when entering an email address into the Recipient e-mail address field, the email is always sent to the email address attached to the order (the buyer), not the email address entered. This must be a new bug, because I was using the latest stable release before this and this just started happening.

The issue #2694111: Allow customers to re-send the order invoice to their email has been fixed and this problem has been addressed.

You can now check the latest code - make sure that you reverted the rules to the defaults before trying out.
