I am trying to download or install a theme in my drupal dashboard. but I cannot find download link. anyone please advise me to install this theme.

The project maintainer has not yet made any releases.

With some projects, you could clone the git repository for the theme. But not here. There appear to be no commits, so no code has ever been checked into the repository. Indeed, if you browse the repository, it's empty.

I don't know where you came across the theme, such that you want to install it on your site, but it doesn't exist. It's just an empty placeholder for a theme that someone might one day create and upload to drupal.org.

That would not be something that you need the theme to do.

Once you have a Drupal site where people can register, and add custom information to their profiles (for which you may want https://www.drupal.org/project/profile2 amongst other things), then any theme would allow people to use that functionality - just varying out how it's laid out on the screen.
