Relationship view permission don't show Relationship tab if View Any Contact Relationships permission is not enabled

I'm not secure if it's a bug or a "work as designed", but I think if a role has "View any custom_relationship" permission, should have access to Relationship tab at contact page, to let him manage relationships of this type... (view, edit, delete depending on their permissions).
