Port hooks to D8 hooks or event dispatcher

There are 3 hooks define in the module
hook_pet_substitutions_alter
hook_default_pet
MY_MODULE_recipients_callback

We have to either migrate these hooks to D8 hooks or replace with event dispatcher.
