Full Page HTML processing by AMP Library is working just like in Drupal 8.

Please go to /admin/config/content/amp to enable Full Page HTML processing by library.

Please make sure your AMP PHP Library is at the latest commit. You can do this by doing drush composer-manager update lullabot/amp when in your drupal 7 installation docroot.
