Cannot Make Two-Column Layout

I am attempting to create a two-column page using Panels but the RH content insists on displaying below the LH column.

I have tried using the Landing Page Wizard and manually creating a page using the Flexible Layout Editor. I have tried different types of content (view, block and widget), have disabled theme regions and I have tried different browsers. So far no difference.

I'm anxious for any advice.
