Scrolling over map on mobile not possible when dragging is disabled [#2679483]

Hello,

when you have dragging disabled you can't start scrolling with your fingers on a mobile.

According to https://github.com/Leaflet/Leaflet/issues/2031 you need to disable the 'tap' option as well.
Patch follows.
