Allow disabling the auto-default of a user's 1st address

Problem/Motivation

For certain use cases it is preferable to allow an Order to be created with a billing address, but not to have that address marked as the "default address" automatically. (In our case, we are creating orders via an API call, so it is pretty non-obvious to a user that an Order created in that context would have its address re-used on future orders).

Proposed resolution

Make the auto-defaulting of the 1st address configurable per customer profile type.
