Option to bypass validation mail message

I recently needed for a project to bypass the creation of "A validation e-mail has been sent to your e-mail address" message. I created this patch.
Note that this does not prevent the e-mail from being sent, if it is supposed to. It only suppresses the drupal message, so that the user does not get informed that he will receive a confirmation email.
