Overrides all Submit action buttons on the page

I'm not sure if this would be considered a bug or a feature. I have panel page that overrides the node edit form. Within that node edit form, I have a pane with the editable view. The save button within the editable view works as expected, but the Submit action button for the node edit form now only saves the editable view as well.

I have done a form alter and made sure that the #name and #value attributes were different, however it still takes over the standard node edit action form, outside of the view.

A workaround in this case would be extremely helpful! Thanks in advanced.
