panels i18n support?

This is potentially a bug/task for porting panels support of i18n -- but first want to ask the question, are there any gaps that i18n_panels filled in d7 that wasn't ported to d8 already?

Closing of this issue should accomplish one of two things:
1) delete the i18n_panels module because its not needed anymore
or
2) port the i18n_panels module into its own module or throughout panels itself (preferred) so it can support translations.
