Recreating a feature doesn't enable adding or deleting rules

When I recreate a feature that contains rules, the feature recreate page doesn't list rules as a type of component to featurize, so I can't add new rules to the feature. It doesn't list the existing rules, so I can't delete rules from the feature. That leaves me cutting and pasting to add rules to features. Perhaps I'm doing something wrong, but I don't see what.
