I get error "Unable to install Payment, uc_order.status.payment_received already exists in active configuration" when I did uninstallation for payment module and try to reinstall that again.

As a workaround, to re-install you can temporarily move uc_payment/config/install/uc_order.status.payment_received.yml to a different directory, re-install uc_payment, then move it back. This is a technique you will have to use many times with many different modules if you intend to do a lot of uninstalling/re-installing in Drupal 8.
