Revert: Autosubmit Views exposed filters+sort

Follow-up to #2564365: Autosubmit Views exposed filters+sort

The feature I added in the parent issue (back in September 2015) is nice, but it causes some issues, and it prevents some other features from being added. So for the sake of simplicity and comparability, I'm going to revert it.

Issues and other considerations that led to this decision:

• Unable to add a taxonomy autocomplete, because the exposed form auto-submits before the autocomplete finishes, rendering it useless. Specific use case: adding a "Location" filter to the Movements log (among others).
• Using auto-submit and AJAX makes it impossible to link to a specifically filtered list. Without them, each filtering has it's own unique URL that can be shared easily.
