Grant 'effulgentsia' and 'cottser' content moderator role

Problem/Motivation

Core committers often have to deal with unpublishing issues for security reasons.
@effulgentsia and possibly @cottser do not have this ability.

Proposed resolution

Grant them the necessary roles.
