get users who can view content

hi all,
I use this module to restrict users to access nodes by taxonomy.
there is lots of taxonomy and hundreds roles.

now I want to filter those users who can view a content which restricted by this module so I can send them sms.

I can do this (sending sms) by combination of rules and VBO modules but this way is so boring because I've to make lots of views and components and rules.

is there any way to filter those users who can view content which is newly add by one rule.
