To make it a bit easier to access the module's configuration page, it would be nice to have a configure line added to the password_policy.info.yaml file, so a Configure link will appear on the Modules page.

I think it would be better to just have a "Configure" link for the Password Policy module. The "Configure" links for plugin modules seem redundant, and an administrator following them might expect to be taken to a page for configuring the plugin module rather than configuring the Password Policy module. Otherwise, looks like a good improvement.
