Is there a cap on how many groups, subgroups or fields can be within a step?

I downloaded the msnf recently and created a form containing 9 steps. For one of the steps I created 1 group containing 13 sub groups and within each subgroup there are 3 fields. The last 4 subgroups will not appear on the form and I can't figure out why. They are listed in the content types menu, but do not appear on the actual form. AHHH. Any help would be greatly appreciated! Thanks!!
