panels permissions not working

panels visibility module: Version: 7.x-1.0-alpha6+2-dev

i have a basic user relationship site setup and pane visibility settings are not working for me.

first user = logged in user
second user = user being viewed
allow if relationships between users = friend (checked)
return true if both users are same = checked;
reverse = unchecked.

i will be grateful for any help and advice you can offer.
