Since the CTools Block is going to change pretty dramatically in the near future, EclipseGC requested that we mark it as "Experimental" so that people won't be caught off guard. I'll attach a patch to do this in a moment.

Here's the patch! This puts "(Experimental)" in the package name, which is how the Migrate module does it too.
