On the Drupal 8 Dev version of the module, the menu attributes form isn't showing up on the menu item editing form.

It appears that there has been a change in the naming of the form id or something. I'll submit a patch shortly, using hook_form_BASE_FORM_ID_alter() rather than hook_form_FORM_ID_alter().

We need both but thank you for finding that. We need one for custom menu items (the one that you found) and one for built in menu items (like the home link form)
