Problem/Motivation

Nearly all routes from file entity module are admin routes. At least all CRUD routes for files. But file/{usage}/usage it not. Probably because this is a limitation of Views UI?

Proposed resolution

Make file/{usage}/usage an admin route. Maybe via RouteSubscriber?
