Calculation rules permission

When I grand permission "Administer shipping methods and services" for "Store Manager", this role also have permission to add rule. When "Store Manager" try to add rule, rule is created, but no access to it. Rule saves but have no any conditions and actions and not have access to edit them.
I think that it is necessary to remove "Calculation rules" tab for roles who not have access to edit rules. e.g.
