Datafilter: Add format_date filter and add bubbleablemetadata test-coverage

Coming from #2654892: Allow using data filters in placeholder tokens:

BubbleableMetadata support is there, but no example makes use of it, thus there is also no test coverage. Let's implement format_date filter (as in [#2357633]) which adds in the config-entity dependency + test that.
