Using aggregation to create list of entities for rules

I believe that this is a feature request, but if it is already possible please revise accordingly.

I would like to be able to use a VBO view with exposed filters to select entities that would be used in a Rules as a list that could be used in a loop.

Unfortunately, I need the list (so that I can create a loop within a loop) and cannot simply execute a component once per row as is typically the case.

I also need the exposed filter, so Views Rules is not appropriate.

It appears that one can turn aggregation on in code in a module, but could it be (or is it) possible just using Views and Rules?
