This is getting zapped, but it can't have any effect anyway, since title is a block too; at the page.twig level we don't know whether title is empty or not.

The 'header' region is now within the large blue bar; on 7.x it was above. This means we've lost the ability to place blocks above it, but I don't consider that a sufficient regression to warrant adding a new region. It makes sense to user 'header' for the region that takes the branding block, as that's where the block system wants to put it by default.
The 8.x-1.x branch required a few tweaks to CSS.
