how do i modify <a> links to my modal=TRUE pages?

ive added modal=true to a very simple test page and set up a link to the page elsewhere on my site. this is not loading the dialog. do i have to add special classes or something to links to make this work? i'm anticipating i do (ctools_use_modal perhaps) but these are not documented. "That's it!" is not working in this case.
