Cant add region css to non-builder layouts.

I can only style css (class, ID) in the "toggle(d) layout" display of Builder layouts so I cannot used any of the pre-defined layouts.

Feature request: Enable css styling for all regions from the default content display for all regions and remove dependency of "Builder Layout view" for modifying css.
