The Admin Toolbar module unlike other popular modules does not enclose a README.txt file. A README file contains information about the module, installation process, troubleshooting, project maintainers and sponsors. A README file can help a user in installing the module and contacting for support in case of need and other such things. Below attached is a README.txt file.

Finally figured out the \ No newline at end of file problem. In some windows editor, you have to manually leave a blank line at the end of the document, it will not be added automatically and may create a problem. New patch attached.
