I apologize if this is a very stupid question, but if someone could just point me in the right direction I'd be grateful.
In bootstrap/templates I was expecting to see a template file for the user profile page (user-profile.tpl.php). There isn't one. Additionally, creating this file in a Bootstrap sub-theme has no effect.
What am I missing? Is there a "Bootstrap" way to do this?

As I said in my question, I created the appropriate file - /sites/all/themes/subtheme/templates/user-profile.tpl.php - in a Bootstrap sub-theme and it had no effect. Hence the post.
However, I've identified the mistake: Display Suite was enabled and overriding.

mttjn CreditAttribution: mttjn commented@md_atiqulhaque. Try clearing cache. Check you've selected the subtheme in the site's theme settings. Make sure you're not using a different module for presentation that's overriding. Check location of .tpl.php file. If it still doesn't work do a fresh install and re-follow the instructions for subtheme creation.
