403 forbidden on js.php

I am trying this module to reduce the time on my ajax calls in one of my modules (7 sec each) and am getting a 403 forbidden each time the js files are called. I am running IIS7 and have the redirect running on it. I am hoping someone has an idea of what the problem is. Our site uses Open Atrium that make heavy use of Organic Groups so I am not sure if this has anything to do with it or not.
I have made sure that the js.php file in the root has full control selected for all site users. Any help would be appreciated. I need some way to reduce these ajax calls and I am hoping this will help.
