Currently the IPE UX seems to work o.k. with a dozen Block categories, a handful of Layouts and one row of Blocks per category. As production sites start using this, we'll need to come up with a UX that can handle any number of these elements.
This issue should track UX proposals and patches that relate to the large-scale UX problems. Mobile should be considered when implementing fixes as well.

swentel CreditAttribution: swentel commentedIn Drupal 7, there was also the possibility to limit the plugins/layouts that were available to select. I guess this patch isn't in scope for that, but is that something that we'd like to have in the D8 version of panels as well ? (although atm I'm not sure exactly where that code lives in D7, but IIRC it's probably panels)

samuel.mortensonI think it's appropriate to modify/group categories in this patch. For example, the "Help" block category likely only exists for the Help block, and should probably live in System. We could also group all default blocks as "Core", and remove some Blocks like "Main Content" which we know isn't appropriate for IPE. This seems like the right place for that too.
