I installed a version on http://simplytest.me and when to admin/config/content/hide-submit and I see the admin settings page.

I found that page by going to /admin/modules and clicking the "Configure" link next to hide submit.

Can you provide a screenshot of your admin/modules page and what you do see at admin/config/content/hide-submit ?

Downgrading priority until there are repeatable steps to reproduce the problem.
