TwitterSettingsForm::submitForm() changes the config named twitter.settings - so as part of ConfigFormBaseTrait we must implement getEditableConfigNames().

I hope this is quick to review .... it is just a small step - I prefer sort out gotchas like this in easy to review chunks.
