I have installed and enabled the Panels Module on my Pantheon Dev 8.1 site. After installation and enabling there is no sign of Panels on my website. Nothing to Configure. No Panels on the Add Content Page. No Panels anywhere in Structure.

Here is the message I got when did my Drush Install and enable of Panels:

panels was enabled successfully. [ok]
panels defines the following permissions: administer panels layouts, administer panels styles, change layouts in place editing, administer pane access, administer advanced pane settings, use panels caching features, use panels dashboard, use panels locks, use panels in place editing, use ipe with page manager, view pane admin links

I assume the message is normal but do not know. In anycase I'm stuck.

Am I missing something obvious?
Did I skip some step?
Could it be a corrupted database?

considering the module is still in alpha release, similar issues should be searched for in the issue queue of the modules in question.

I actually don't think this is a problem with the alpha version of Panels. I took a look through the issue queue and didn't see anyone talking about my problem. I really do suspect a database problem. It just smells like it to me. I successfully used Drush to install and activate Ctools, Layout_plugin and Page_manager at the same time as Panels and I see no references to those modules on the Configuration Page. Maybe that's normal but I doubt it.

I have mistakenly deleted module files before uninstalling a module at least once and maybe twice. I think I did this with the Feeds module and I could have done it with the Panels Module as well. I'm pretty sure this can mess with the database. A Newbie error for sure.

Also I'm getting this error when I try to do an update for either the Admin Toolbar or the Dev module both of which were installed and activated earlier and are working fine. It could be related. I have done updates previously and they worked fine.

If the problem is the database is there a straightforward way to debug it and, hopefully, fix it?

A couple more things:

1. This doesn't look like a Database problem after all. I installed panels and all the supporting modules on a local machine and I see the same problem. Panels does not show up on the Structure Page so it is unuseable.

2. But Panel Configuration Settings does show up correctly on both installations when using Admin Toolbar Tools. So the system sees that Panels is installed but won't load it onto the Structure Page.

3. When I installed Panels and the supporting modules on the local machine there were no logging errors.

4. There is only 1 user on both the local and the Pantheon installations.

'Tis a Mystery still.

Did you install a module that uses Panels? Haven't played with the D8 version much so I'm not sure if Panels alone does anything without something like Page Manager to make use of it.

I've installed and enabled:

Panels
Chaos Tools
Layout Manager
Layout Plugin
All are Drupal 8 beta

All modules show as enabled.
There is a Configure Panels Permissions that shows up as expected on the Admin Toolbar Tools

I expected that Panels would show up on the Structure Page.
But it doesn't.

It doesn't and that's how it is supposed to work, as far as I know. You can add a variant on a Page Manager Page which is called Panels. Through there you can use panels functionality. Here is a short introduction: https://www.youtube.com/watch?v=mEYdtxP46BU
