Problem: currently the blue "Add condition" link on a rule is a bit of a hack, how can we have a nice list of action buttons here?
And the event name displayed at the top could use some love, could be inspired by Rules in Drupal 7.

I have re-written the Rules UI as part of D8 Rules Essentials module. My intention is to polish the UI in that module then eventually move it over to Rules. The new UI fixes this issue. I suggest further improvements be discussed in the issue queue for that module.
