Adminrole doesn't work in "root" site of a multi-site

I have a multi-site setup at work for some dev sites. Every site which has its own folder under "sites" is working properly with adminrole. However, I'm setting up a "root/default" site as well to act as more of an informational site. In this default site, even though the module is installed, it never sets/resets permissions for the administrator role. I've uninstalled the module, run cron, flushed the caches, reinstalled the module, but it still will not touch any new additions to the site to give access to Administrator.

Am I missing something here? Is it not geared to work in a Default site as part of a multi-site install? Oh, and I've also run the rebuild permissions and it doesn't affect anything.
