If the admin menu is displayed on the left side, the sub-menu items are normally accessible as drop-down menu items. But if the administration language is set, the arrows to access the sub-menu items are no longer shown and you have to open the menu page to access the sub-menu items.

Not able to reproduce this issue menu is working fine in both the cases.
