Problem/Motivation

The user jackniu, who's been an active user for 5 years, created a group called "Shang-hai" which appears to duplicate the preexisting "Shanghai" group. He added a post to the group, which doesn't look spammy.

Unknown at this time.

Remaining tasks

Talk to the user and see if he intended to make a separate group, why, and whether it meets the guidelines for forming new groups.
