Follow-up to #2619948: Cached values not in tempstore when first editing entity in wizard

This issue is to add tests to make sure that external forms in a wizard can access the cached values from the tempstore before any wizard steps have been submitted.

Here's a pair of patches! The FAIL patch comments out a crucial line from the fix to show that the test fails with it.

The last submitted patch, 2: ctools-wizard-initialize-values-FAIL-2621440-2.patch, failed testing.
