I want to know if i could develop mobile responsive sites in Drupal Content Management System. I have learned Bootstrap specially for developing such sites recently. WordPress and other CMS also provide responsive themes for better user experience and high speed down load of web pages. Bootsrap is based on grid system that divides each small/medium/or big screen in 12 grids horizontally. If yes, then please let me know how it works and be useful for creating the responsive sites or web applications?

Of course. A good first step would be to type the word "bootstrap" into the search box on this page. However, if your real question is "how do I develop a Drupal theme," you might be better off starting here: https://www.drupal.org/documentation/theme

The following company sells great mobile first responsive Drupal themes that use the bootstrap framework. The are indeed more than themes, more like "website in a box" products.
