Why not inlucde core vertical-tabs.css ?

hi ! i used module Panels , i had build my custom module extend api panels , i want use style vertical tabs of Core ! But i debug in interface user page administrator panels not include vertical tabs style sheet ! So i had question "Why not include core vertical-tabs.css" ?
